The Playground is a sandy arena, but some refs will allow attacks like Grass Knot and such which rely on vegetation to work due to it being expected to be in an area where there would otherwise be grass. Basically, ref's discretion, check with your ref.

>Icy Wind vs Incinerate

Wind tends to beat fire as a general thing, but there are a lot of variables here like distance, energy levels of the Pokemon, etc. Generally I'd let it snuff out the Incinerate but the Icy Wind would be horribly weakened due to the heat.

Light Screen =/= Reflect. Reflect is one-time use, and a pretty different move, while Light Screen and Barrier can be used as many times as you want.

Yes they do. From what I've seen, there is no limit to Light Screen usage so a Psychic type should be able to use it until they faint from energy loss.

So we have a premise that its unlimited, but can my ref's discretion dispute whether or not any subsequent uses wont be as strong as the first time the attack is used? (ei, shatters easier with every subsequent use)

No, it cannot.

Refs discretion is for things like how stuff might interact, how much of that partial hit actually hit, etc. It's not for arbitrarily making up additions to attack descriptions.

breaks for pokemon

is a rule of thumb that for 3 rounds of 2 attacks, it would be advised to take a break round 4?

even if its for example
twave, twave
twave, twave,
twave, twave

or is it more dependant on how much they consume
thunderbolt, thunderbolt,
thundershock, quick attack
thunderbolt, charge beam
break

vs
thunder, discharge
thunder, thunderbolt
break

or is a combination of both the number of rounds a pokemon uses 2 & energy?

Both, really. Pokémon will clearly use less actual energy performing six Thunder Waves in three rounds than performing five Thunderbolts. However, you can argue that they would be running hotter if they performed the first set of actions. In practice, a string of many low power attacks will not be as taxing as high power ones, but you should still be enforcing breaks.

My personal thing is to have pokémon begin using more energy per attack if they don't take the breaks as they become inefficient. This may cause low or mid power attacks to rise appreciably and makes high power attacks very tiring.

"Dive down and pull up for a pecking move" - One move or two? Instinct tells me that since some birds do this when diving anyway it might be one? Matters because it's being used to dodge an attack.

Stockpile doesn't work that way.

You do it once and then the energy grows. It probably starts at something like good and goes up one level per round. You can use it again to get like three levels added but you only really use it once.

Also it's Normal-typed.

If an Emolga is sent out with out any specifications on where, where does it start? In the air or on the ground. I would assume on the ground, but I wanted to make sure before I ref something and people complain.

If the trainer complains, it's entirely unwarranted. It takes no effort to specify where you want your Pokemon, and you can't assume the ref'll do what you want. As for the actual question: Emolga doesn't actually fly, so on the ground makes more sense here.
