I can only see this conference as something necessary (whether for our interests, for theirs [although who's "they"? ], or for both of ours) considering the last time the world's countries came together and held something like this conference was back in 1988, well before the average American home even had a personal computer inside of it, much less a connection to the Internet.

That stated, yeah, it'll be interesting to see what comes of this. I remember reading last week that there were concerns Russia would seek to ensure they can do what Egypt and Syria have done. But your own article reports that all of the world's countries already reserve the rights to do this anyway. And that's hardly a surprise.

Update on said meetings:

US, UK, Canada, Australia and India (the latter two not mentioned here) said "Fuck you" to Russia, China, and Saudi Arabia at the meeting and refused to sign the treaty. The three aforementioned were pushing hard for the treaty which would have given the government reins to the internet.

Also "Negotiators from Denmark, the Czech Republic, Sweden, the Netherlands, New Zealand, Costa Rica and Kenya have said they would need to consult with their national governments about how to proceed and would also not be able to sign the treaty as planned on Friday."

While I understand the desire for privacy and that CISPA is probably still pretty nasty, why is this bill as threatening as the last incarnation?

It's not as threatening, it's a completely different bill. TL;DR - Basically it lets websites hand over any and all of your user data and info to the government at any given time.
