Hamatora
"Minimum" - a special inborn power found in a limited number of human beings, known as "Minimum Holders". In Yokohama, the detective team Hamatora, formed by two Minimum Holders named Nice and Murasaki, comes across information connected to a serial killer being pursued by their old friend and police officer Art. Yeah episode 4 was also cool as hell. I loved that damn video at the beginning. "No-one has survived on my operating table!" My impression of this show has steadily been getting higher since the last couple of episodes.

...Psycho-Pass is like the last thing I thought to compare this show to.
I didn't notice the villain quoting anyone, but maybe I just missed it. *shrug* Still, he's too cool to be in a Book Club.

I read topless as doppless and felt insulted. We watched it together. :V
@LBC: I'm still not seeing it but I'll go in with that mindset. Aside from Episode 1,5 I wasn't really feeling that kind of spontaneous chaos. Baccano! and DURR also had serious stories beneath their pomp exterior, which was pretty evident rather early on. As said earlier, the main cast itself except Nice (ever so slightly) have been mostly static with the development happening for throw away characters of the week. It's...weird.

One thing I like about Hamatora, more so than the overarching plot, is that despite the silliness it does try to broach some serious/touchy subjects - and even though it ends up being blown out of proportion for laughs there is some truthful commentary to them. So I'd say it's more of a satire.
Your comment on the characters not being very well developed is accurate and part of the reason there's not a list in the thread (and I probably won't bother with one). It's funny since I do like the recurring side character more than the main cast, which is so bloated I actually thought loli-jugs was on the villains' side at first (since I mixed her bodyguard up with the thug in the first ep). But they're all entertaining/fill the tropes well enough to carry the show and its jokes as far as needed.
