Pokémon X/Y FREE when registering 3DS and a game to Club Nintendo
I just found this beauty while visiting the Nintendo site today:

I think this should answer your question well. And it absolutely sucks -_- No wonder there's a petition of removing those laws.
Back on the subject though, if I would've known they would have that offer, I would've hold off buying and registering my 3DS XL that early ^^; That and that awesome golden Zelda 3DS XL ;-; |

So apparently dispite being able to register your 3DS on Club Nintendo using its Serial Number, you HAVE to register it with the PIN included in the box. ...except my box doesn't have one for some stupid reason (no, it's not a refurbished 3DS, the insert is just outright missing).
