I dunno. Based on what I can see I would guess it's a US or UK television guide, but I don't know the source. Doing a Google image search, it looks like this has been in circulation since at least 2013. Given we're looking at an advertisement for the game, the image probably dates back to 2010, when the game first went on sale in the West.

I would bet it's a Singaporean magazine.

If not, the writer has no concept for Pokemon and used whatever names he/she could come up with, being unable to recognize the G1s.

It's pretty hard to read, I know. It comes across as being written by a young person, an ESL, or some combination of both.

What I wanted to point out though was that it's a Wikipedia article that casually dropped the main character of another series like the audience is intimately familiar with it. It would be like reading an article on potstickers and having it open like,
