Ahh, Pichu. The only reason I assume you are using this thing is to try and annoy me and to be honest I'm not even fucked. The only good stat on Pichu is its Speed, which is just enough that it outspeeds everything except Persian with Sticky Web up, and its ability Lightning Rod, which means in some cases, you might be able to back up that almost decent Speed with actual power. But I don't know what kind of dark magic voodoo nonsense you pulled in order to get a sweep with this thing and to be honest I want to know, I could use some of that shit.

This is pretty much all Pichu can try to do, as its so heavily outclassed by everything else that it leaves Pichu with only this. Hell, actually this might be outclassed by Plusle, I'm not sure. The idea is this: in the situation in which you could probably win with any other Pokemon, you reveal this little gremlin by switching it into an Electric-type move, gaining a boost. Then, you pray that your calculations were correct and Encore it, gaining another boost. You then use the switch turn to use Nasty Plot, going up to a massive +4, which would be extremely intimidating on anything else, but only reasonably threatening on Pichu. You then use Thunderbolt to try and fry everything to a crisp while using Grass Knot to deal with annoying things like Whiscash. Hidden Power Ice can also be used to hit Flying-types on...something I'm not sure if they would switch in and Gourgeist, but keep in mind it won't always KO depending on the set.

240 Speed is not enough for really anything to sweep, so if Sticky Web isn't up and you are sure it never will be just use Pichu for death fodder in that case. You also might want to make sure stuff like Grass-types and the big tub of emotional problems called Lickilicky are gone too, so Pidgeot is probably a good partner, considering it can hit them both hard and is also bait to every Electric-type ever. You could even use Fearow if you wanted to.

Counters: If Sticky Web isn't up and Pichu isn't boosted, literally anything not named Ducklett. Actually Ducklett could maybe kill it, I dunno. Outside of that, Persian has the dubious honor of having 361 Speed with a Jolly nature, meaning it can revenge kill Pichu no matter what. Also in an ironic twist pretty much every Flying type will screw it over.

It's also noteworthy that in a NK-class Imminent Loss scenario, Pichu has the physical bulk approximately equal to a taut piece of cellophane in a tornado, and pretty much any priority will take it out, as long as the Pokemon should actually be using it (funnily enough though stuff like Wartortle still scores a 2HKO).

There is also a fair chance, given the dex description, you'll click Thunderbolt and knock out Pichu yourself. I'm not sure what the odds are but its Showdown, everything is rigged against you.
