Even with steps disabled, those 30 Pokeballs will vanish very fast. It is going to be exceptionally difficult.

There are two required items in the Safari Zone (Gold Teeth and Surf), you get thrown out after a certain number of steps (which is not particularly forgiving for either) and it costs 500 each time to try. Once you're below 500 and out of trainers to fight/stuff to sell for money without having acquired those two items, Gen I becomes unwinnable.
Disabling the step counter (as mentioned above) would help and lot but is a major interference. Far worse than disabling a button he's actually going to alter the game itself? Pffft. I think on the basis of the Safari Zone alone it might've been better to do this with a later game. EDIT the first: So they made it through the directional pads in the Team Rocket Base in Celadon... and used an Escape Rope.

Fun. Cute. A nice nod to the Zelda timeline. Hopefully you'll update it after the project ends (one way or another) so that the far right goes past Silph Co.
I can only imagine the reactions Pidgeot, Omastar, and Flareon are generating on Pokémon Showdown right now.

It is possible to solo the E4 at a high enough level; with the amount of useless grinding they do, they might have a decent enough Pidgeot to take them on, provided they don't release it or something.

A high level ghost can do it too. Ghosts are super easy to level in this, most wild mon cant touch them.

All they really need is the PP and the levels. If Pidgeot is given HM02 right before the League and they manage to not overwrite Quick Attack, then at a high enough level that should be sufficient to OHKO the entire league. Fly for Agatha's ghosts, either move for every other Pokémon.
Of course, ideally they also get their Surfer up to Level 55 or higher. Should make it easier to deal with Bruno's Onix amongst others.
