Since you were a good sport, I decided to investigate.
First of all, we need to know how you want to use this Arceus. Is he going to be just good at special attacks? just good at physical attacks? or is he meant to be great at both? The answer influences whether I think you ought to drop Shadow Force (your only physical move) or not. It also influences which plate I think he should hold and how you should invest your stats. Second, there's no point in keeping both Roar of Time and Spacial Rend. They're identical moves and in this day and age most competitive Pokémon are perfectly happy to have only 8 PP (5 + 3 from three PP Up) for every one of their directly offensive attacks. So pick the one you want to delete and delete it. Third, what to replace it with? ExtremeSpeed is one good option. Base 80 power with high priority is very nice indeed. This belongs on an Arceus who's a mixed Special and Physical sweeper, though, and not on one who's just pure Special. For that, you could consider Hyper Voice (90 power, 100% accuracy, same type as ExtremeSpeed) or you could consider Earth Power (90 power, 100% accuracy, and the very sexy Ground type). Arceus is most likely going to face down fellow übers. To deal with them, you're going to want the right types of attacks. Obviously you have this nailed with your current moveset trio of Dragon (for all the dragons), Ice (for all the birds), and Ghost (for those pesky Psychic cats). (Note: if you do opt to go pure Special Attack sweeper, you can replace Shadow Force with Shadow Ball. A substantial drop in power but with 120 base SpAtt and 252 EVs invested into it it's not like it's going to be too weak to scare away the kitties.) You don't get much out of adding a fourth move -- fire could theoretically be nice for part-Steel-type Pokémon but so could Earth Power so long as they don't have Levitate. This is part of the reason why I actually like the idea of ExtremeSpeed on him. In the event that you're outsped by your opponent and you're both in need of only one final blow to finish off the opponent, ExtremeSpeed basically robs your opponent of the victory he was expecting and hands it to you. But it won't be too much to gloat about against part-Steel or part-Ghost-type legendaries and it'll be even less impressive if you force it onto an Arceus who isn't prepared to sweep physically. [/rambling thoughts] Oh. And apparently Smogon fancies the idea of spreading the 512 EVs across all six stats. Huh. Odd. [/rambling]
