Because everyone can access all allowed Pokémon in the FF tier on Showdown regardless of whether they have a 2/3DS with all the games needed to get all the FF allowed Pokémon.
And Showdown allows for easy tournaments that the host can easily check upon with Replays.

I don't have Pokemon X or Y, so it would be pretty dumb for me to arrange a tournament that I wouldn't be able to participate in. Plus, its easier than having to get everyone arranged on their 3DSs. Like I said, if you are unfamiliar with Pokemon Showdown, I am more than willing to help.
Zekrom I gave you the link to the first post which was a clear list of what is allowed and what is not. Please read.

Not that I've played comp for over three years, but Item Clause was never even remotely standard back then.
Also aren't official Nintendo rules the clusterfuck that is VGC? |

I don't personally like the idea of an Item Clause either, but this is one of the relics from the old incarnation and I decided to keep it. Two Pokemon per item isn't too heavily restrictive either.

I'd be fine with a maximum of two of the same item, since that allows you to run two walls with Leftovers, but if you want full Item Clause I'll grudgingly accept it.

I haven't played "competitive" on a handheld since GSC
But Item Clause has been an official Nintendo rule since way more than 3 years back. Not talking about Smogon mind you, Item Clause is not a Smogon rule. But than again, Smogon is just making up their own and people take those as official, I can understand certain people on YouTube getting upset for being yelled at for not using Smogon Rules while the event they play follows the official Nintendo rules

I always used to play on my DS, I've only used simulators for the monotype tourney a couple of years back, and it let me use multiple items just fine and I've literally never read any 'official' rules from Nintendo :p

@Talon: PS, which we use for FF, does not enforce Item Clause at all.
Technically people can use 6 CB's if they want, but we trust people will follow the rules set up for the FF tier. All battles are custom battles, and I don't believe ANY rule is enforced in custom battles on PS. So yeah, it's a matter of trust.
