The problem with requiring more orders is that it doesn't slow down doubles in the way you want it to. It just means each round takes longer to get to- It doesn't make the battle itself last more rounds, which just introduces frustration for the players without any real benefit. The three-moves-per-team-per-turn thing Concept suggested, while kinda extreme, could work wonders to slow down doubles in the correct way- Battlers don't have to wait any longer to get to the action, but the action lasts longer. The goal here isn't to artificially make doubles take longer (that's just going to make no-one want to do it), it's to make the battles themselves be less fast-paced.
