    If you have free time, look through rules carefully, look at how the best people battle, and understand your Pokemon's Movepool, Weaknesses/What they're good at countering
    and Species Characteristics.

    Kush-e-Mart in Suggestions and Inquiries is a good place to go after reading the main site :P.

    Yes, but it's easier to do Equilevel/Equievolution Level 1 Battles, since it'll be a fair leveling match.

    For leveling up new Pokemon to your Trainer Level you just have to have them in a battle equal to their current level or less. They're fully leveled when they reach the same level as your Trainer Level.

    All your Pokemon will be the same level as your Trainer Level. So Trainer Level 1 = Level 1 Pokemon. Trainer Level 2 = Level 2 Pokemon, etc...

    You can have 2 exceptions for up-levels, which are Pokemon 1 level higher than your Trainer Level. Like you can have a Level 2 Wartortle and a Level 2 Charmeleon (with all other TL1 PokemoN) even as a TL1.

    If you try to use both your up-levels in a battle though, they'll be disobedient, so you should only ever bring 1 up-level per match.

    It's all on http://pasbl.upnetwork.net/. You might have to read it thoroughly, but what you want to know is under "Creating a Squad," "Pokemon Level Acquisitions" and "Levels & Points" sections.

    When you level up as a trainer (meeting KO and TP requirements), the current Pokemon in your squad will level up too. They evolve based on the Level Acquisition parts.
