Rounds like this can get confusing. Generally its newbie match's that are harder to ref than normal match's, as they're not very experienced and don't know what works and what doesn't.
I would say that they sit around doing nothing. Aerial Ace was told to be used after Ice Punch, which would happen after Machop detects an attack that isn't coming. Ergo they just kind of watch eachother.
