Gonna say yes - I'd say Protect has some degree of 'pushes outward' otherwise Dragonair would get chopped in half.
Which I don't want to ref, let's be honest.

Would using a Protect free Kingler from Dragonair's evil wrap of doom? I'd assume yes right?
