Er... Houndour doesn't learn Flash. Only HM it gets in that stage is Rock Smash.

You still can, if you're willing to level him up at least somewhat with Candies- Ponyta learns Flame Charge at level 21.

Just so you know, Flame Charge isn't an MT move or Egg move for Ponyta, so I don't think you can teach it that move via Move Tutor.
