1 HB worth, I think the only Flying moves it gets are Twister and maybe Aeri Ace.
I don't give Dratini extra Fire energy (Water though cos aquatic) but it's ref's discretion.

Well. I'd have personally ordered 'Protect, Blizzard, Blizzard/Dragon Pulse', since... Water is nve on Dratini. Hydro Cannon just seems like a waste.
