That announcement is a general thing to make sure refs don't give too much type energy. You can use that if you want, I did for the longest time, and I'd recommend getting a bit more experience before trying to do on the fly reffing scales like I do.
Though for the record given that Volbeat has a nice movepool and Electric familiarity I don't think one Ice Punch would be too harsh.

So uh Dave, I've been told that most mons should get at least 1 HB of offtype energy from an announcment awhile ago. Should I use the 'one move roughly equals one use' method that you told me in the Ref Q&A or is the announcement correct?
Mon in case: Volbeat/Ice Punch. Gets only one ice move and huuuge movepool? Is one use to harsh?
