I dropped moves, it only gained Ice Beam, and using it caused recoil. Plus there's the fact that Ice is a horrible defensive type.

Alright then. Thanks. As for that general rule though, what would happen if the starting Pokemon is generally meh/bad though? I'm not sure, but say, Electric/Ice Minun or something? I want to get a lot of electrics... for fun :P I know I could just use rotom but its ghost form is pretty great yeah.

It's possible... but at the same time you'll still have to give up a good bit. The general rule for typechanges is the 'mon has to come out of it worse than how they started, though for Sneasel that starting point would probably be different since most people consider its Dark/Ice typing kinda piss and prefer it as a pure Dark type.
