The official stipulation is if the match is on their last pokemon during a forfeit, that pokemon is considered withdrawn and full points are granted. Otherwise, the forfeit cuts off at the current KO.

No. The moderation is poor, and because of it, any steam the game picks up will be inevitably lost.
